Europe experienced widespread relief on Monday, as the diplomatic emergency triggered by the presentation of a new comprehensive peace framework for achieving ceasefire appeared – temporarily – to have been contained. A Washington representative spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its countermove: an extensive attack of rocket attacks on Kyiv.
The Rhythm of Diplomacy and Destruction
The succession of opposing developments captured the bleak nature of the recent timeframe. By day, negotiation efforts are conducted: positive announcements are delivered from various governments. Considerable effort is expended on restraining certain initiatives. By night, the Kremlin brutally reminds the world that, for them, military action persists as the key method for achieving "peace".
Nighttime Reality
As the offensive unfolded into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was laid bare. Ukraine is capable of detecting rocket firings from Russian territory, a capacity provided through current data. From observation points, military aircraft that had been scrambled to engage hostile guided weapons flew past – sophisticated military planes supplied to Ukraine by NATO members.
Soon thereafter, Kyiv's anti-aircraft weapons thundered: defensive missiles targeted at a hostile projectile. This was a sophisticated defense system at work, probably delivered by allied countries. Every firing jolts you unexpectedly, rattling buildings. The instant of fear quickly becomes resigned acknowledgment: perhaps the approaching threat won't cause damage this time, sparing the city from catastrophe and another blackout.
Continuous Dangers
Soon after, a heavy machine gun fired at a drone in the vicinity, part of a defensive team – almost certainly Western-made equipment. Unfortunately, the shots failed to hit the hostile drone – it continued its flight toward its destination.
With pauses, this continued until dawn. Kyiv awoke to the early updates: several casualties, destruction and heating outages in numerous residences as a result of the nocturnal offensive. As always, everyone still maintained normal activities – experiencing conflict. But those entire period demonstrated Ukraine's vital need on external assistance – a reliance that European nations are clearly incapable to fill in the immediate future.
Unsuccessful Negotiations
The comprehensive proposal from US administration sparked intense emotion, debate and profound anxiety – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after earlier high-level meetings and bilateral conferences.
Every new initiative from Washington follows the identical sequence: a political offensive against Ukraine, which Kyiv, with allied governments, manages to fend off. They stabilise the situation but never actually win the battle. This cycle will, certainly, endure.
Tactical Assessments
It is convenient to criticize specific actors of persistently promoting Kremlin's demands. But that does not seem to be the complete picture. American leadership works based on a assumption well known to seasoned negotiators: you cannot win at the negotiating table what you have lost on the battlefield. The American government believes that it is unrealistic to compel Moscow to relinquish the areas that it presently holds in Ukraine's southern or eastern regions.
The problem is that while acknowledging this situation, US leadership does nothing to discourage Russia, through words or deeds, from believing that the situation will not shift further in its favour in the coming year.
Conflicting Perspectives
Therefore, Russian leadership is convinced that duration works to their advantage – that Ukraine and its supporters are nearing depletion. Their motivation to agree to terms that does not give them the maximum possible gain is almost completely absent. There may be many attempts to achieve ceasefire, but they will continue as long as Russia's leadership remains completely certain in the result.
On the contrary, Ukrainian leadership believes that Ukraine can still persist, slowly losing civilians and areas but averting a complete military breakdown until circumstances change in its advantage.
Existing Situation
Factually, there are no actual prerequisites for a armistice. Now, individual motivations are becoming relevant: political desires to mediate resolution and secure international recognition, and Ukrainian leadership's dual difficulties – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the national cause against any plan Kyiv finds unacceptable, so that their priority does not move to homefront challenges. And although their task will now be much harder after latest incidents, it remains very improbable that this will modify their basic position.
These two forces are guiding negotiations.
Summary and Prospects
It took a just a single week to kill the 28 points of the latest plan. Assertive and inconsistent approach of the matter by US administration, opposition by Ukraine and the other European countries, along with soothing efforts of negotiators, and finally, current information leaks, all served their function.
While new initiatives based on previous concepts are approaching, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to counter political attacks from Washington that are rooted in Kremlin requirements and demonstrate certain reluctance to modify developments, if they stand together and enhance their military capacity at a much faster pace. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the coming months, mainly require continued Western support.
